RISK MANAGEMENT COMMITTEE CHAIRPERSON

JOB DESCRIPTION:
In terms of Section 38 of the Public Finance Management Act (PFMA), Phumelela Local Municipality calls on qualified and interested person to serve as a Chairperson of Risk Committee for two (2) years.

CANDIDATE REQUIREMENTS:
The ideal candidate should have a Bachelors Degree and further qualifications such as CIA / MBA / MBL with five to ten years’ managerial experience gained from Audit / Financial / Risk Management environment • Experience in or knowledge of the Public Finance Management Act, COSO framework, and Public Sector Risk Management Framework will be considered as an additional advantage • In addition to the above, the candidate should demonstrate experience in participating in governance structures, ability to dedicate time to the activities of Phumelela Local Municipality’s Risk Committee, have an inquisitive personality within reasonable levels of probing, analytical reasoning abilities and good communication skills, and a fair understanding of the regulatory framework within which local government operates.

TERM OF APPOINTMENT:
Appointments will be made for a period of 2 years • This is not a full-time appointment •
The Risk Committee has four statutory meetings per annum and additional meetings may be convened as deemed by the Chairperson or the municipality.

DUTIES:
The primary objective of the Risk Committee is to assist the accounting Officer to discharge of his/ her duties in respect of risk management with an ultimate aim of achieving the Phumelela Local Municipality’s objectives • Review and monitor implementation of risk management framework, policy, charter and strategy within the Municipality• Ensure Integration of risk management into planning, monitoring and reporting processes • Provide advice / guidance on setting risk of appetite and review risk appetite and tolerance levels • The Committee is expected
to conduct its activities in terms of the Public Sector Risk Management Framework, PFMA, Risk Committee Charter and King III Report on Corporate Governance •
• Provide proper and timely reports to the Accounting Officer and Audit Committee on the state of risk management, together with aspects requiring improvement accompanied by the Committee’s recommendations to address such issues.

REMUNERATION:
Compensation will be in accordance with that of Audit Committee members as determined by National Treasury and / or Auditor-General. Schedules in this regard are issued annually with specific hourly or daily rates • All other refundable expenses are based on Phumelela Local Municipality’s related policies in line with the National Treasury guidelines.

Phumelela Local Municipality invites new businesses to register as a supplier / service provider on the Municipal Supplier Database
Service providers must submit their application on the prescribed forms with the following documentation attached:
• Proof of company registration
• Company profile
• Certified ID copies of company directors
• Original valid Tax Clearance Certificate
• Proof of registration with professional bodies and accreditation, where applicable
• Bank details (together with an original cancelled cheque/ bank stamp or original letter from financial institution)
• An original and valid B-BBEE status level verification certificate or a certified copy
• Contractors to include CIDB contractor grading certificate
• Original or certified copy of proof of residence i.e water and lights statement or lease agreement

Request for Proposals to Assess Current Printing environment

REQUEST FOR PROPOSALS TO ASSESS CURRENT PRINTING ENVIRONMENT

1. Purpose

The purpose of this Bid is to invite service providers to assess Council’s current printing environment and to provide a cost effective solution.

2. Background

Council’s current printer scenario is as follows:
• There are approximately 50 desktop printers being used by individual staff members. Printers are managed by the users on the network and not by an Administrator.
• There are also approximately 20 photocopiers supplied by at least 5 different service providers. Less than half of these photocopiers are connected to the network and some of these photocopiers have even been in use since as early as 2003.

The problem with the current situation is that it can easily be abused which is possible when a user prints large quantities of documents on a desktop printer. The cost per page printed on desktop printers is much higher when compared to multifunction work centres.

In the past Directorates entered into agreements with their own service providers of choice to supply photocopiers, which resulted in Council not being able to keep track of the status quo of such machines.

3. Scope of Work

Bidders are required to do a detailed assessment of the Council’s Reprographics machines and come up with a technical proposal that will ensure that Council implements the most cost effective Reprographics solution.

Assessment should done on the desktop Printers, Scanners, Faxes, network Printers, Scanners, and Copiers

Assessment should also be done on the existing Printing Machines contracts, Usage of machines as per number of users and as per business section’s functions

4. Expected Outputs

Bidders are expected to submit a technical proposal outlining the most cost effective Reprographics solution that Council can implement. The proposal should also advice Council on the best way to deal with existing contracts and SLAs to avoid high penalties.
