Spatial Development Framework
THE EXECUTIVE SUMMARY
The review of this Phumelela SDF for 2021/22 is prepared as part of the Municipal Integrated Development Plan in accordance with the provisions of the Municipal Systems Act and the Spatial Planning Management Act of 2013 (or SPLUMA).
The need for the review of Phumelela SDF was also informed by the Chapter two development principles of the Spatial Planning Land Use Management Act, 2013 ( Act No. 16 of 2013) (or SPLUMA), which amongst others, tries to address the spatial injustices of the past and also advocates for wall to wall SDF throughout the Municipality’s area. According to the Free State Spatial Development Framework, all the Spatial Development Frameworks developed for areas in, or associated with, the Free State province must be represented spatially. In order to create a uniform system across the Province, the attribute data has been represented in this Phumelela SDF review according to the six primary spatial planning categories which are:
- SPC A: CORE CONSERVATION AREA
- SPC B: NATURAL ENVIRONMENT BUFFER AREA
- SPC C: AGRICULTURAL AREAS
- SPC D: URBAN AREAS
- SPC E: INDUSTRIAL AREAS
- SPC F: SURFACE INFRASTRUCTURE
PHUMELELA INFRASTRUCTURAL PROJECTS
The projects that are reflected in this SDF review are at various phases in their cycles. Some of them are being proposed to the Council, others are still running while others have been completed and some are in the pipeline.
